Flood Watch issued September 24 at 2:46AM EDT until September 27 at 8:00AM EDT by NWS Tallahassee FL* WHAT...Flooding caused by excessive rainfall due to a tropicalsystem.* WHERE...Portions of southeast Alabama, including the followingareas, Coffee, Dale, Geneva, Henry and Houston, Florida, includingthe following areas, Calhoun, Central Walton, Coastal Bay, CoastalDixie, Coastal Franklin, Coastal Gulf, Coastal Jefferson, CoastalTaylor, Coastal Wakulla, Gadsden, Holmes, Inland Bay, InlandDixie, Inland Franklin, Inland Gulf, Inland Jefferson, InlandTaylor, Inland Wakulla, Jackson, Lafayette, Leon, Liberty,Madison, North Walton, South Walton and Washington, and Georgia,including the following areas, Baker, Ben Hill, Berrien, Brooks,Calhoun, Clay, Colquitt, Cook, Decatur, Dougherty, Early, Grady,Irwin, Lanier, Lee, Lowndes, Miller, Mitchell, Quitman, Randolph,Seminole, Terrell, Thomas, Tift, Turner and Worth.* WHEN...From Wednesday evening through Friday morning.* IMPACTS...Excessive rainfall due to a tropical system will likelyresult in areas of flash flooding some of which could be locallyconsiderable across portions of the watch area.* ADDITIONAL DETAILS...- As Potential Tropical Cyclone Nine approaches the forecastarea later this week, widespread moderate to heavy rain isexpected across southeast Alabama, southwest Georgia, and theFlorida Panhandle and Big Bend. The current forecast callsfor 3 to 6 inches of rain likely across the area withlocalized totals as high as 10 inches possible acrossportions of the Florida Big Bend. This could lead to someflash flooding, some of which could be locally considerable.Antecedent conditions are rather wet along and west of theApalachicola-Chattahoochee-Flint (ACF) River system. Farthereast, rainfall has generally been near or below normal. Giventhe saturated soils over the western areas, these areas maybe more susceptible to flash flooding. Tropical Storm Watch issued September 25 at 12:46AM EDT by NWS Tallahassee FL* LOCATIONS AFFECTED- Dothan- Cottonwood* WIND- LATEST LOCAL FORECAST: Below tropical storm force wind- Peak Wind Forecast: 20-30 mph with gusts to 50 mph- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECASTUNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for wind 58to 73 mph- The wind threat has remained nearly steady from theprevious assessment.- PLAN: Plan for dangerous wind of equivalent strong tropicalstorm force.- PREPARE: Remaining efforts to protect life and propertyshould be completed as soon as possible. Prepare forsignificant wind damage.- ACT: Move to safe shelter before the wind becomes hazardous.- POTENTIAL IMPACTS: Significant- Some damage to roofing and siding materials, along withdamage to porches, awnings, carports, and sheds. A fewbuildings experiencing window, door, and garage doorfailures. Mobile homes damaged, especially if unanchored.Unsecured lightweight objects become dangerous projectiles.- Several large trees snapped or uprooted, but with greaternumbers in places where trees are shallow rooted. Severalfences and roadway signs blown over.- Some roads impassable from large debris, and more withinurban or heavily wooded places. A few bridges, causeways,and access routes impassable.- Scattered power and communications outages, but moreprevalent in areas with above ground lines.* FLOODING RAIN- LATEST LOCAL FORECAST: Flood Watch is in effect- Peak Rainfall Amounts: 3-6 inches, with locally higheramounts- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECASTUNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for majorflooding rain- The flooding rain threat has remained nearly steady fromthe previous assessment.- PLAN: Emergency plans should include the potential formajor flooding from heavy rain. Evacuations and rescues arelikely.- PREPARE: Strongly consider protective actions, especiallyif you are in an area vulnerable to flooding.- ACT: Heed any flood watches and warnings. Failure to takeaction will likely result in serious injury or loss of life.- POTENTIAL IMPACTS: Extensive- Major rainfall flooding may prompt many evacuations andrescues.- Rivers and tributaries may rapidly overflow their banks inmultiple places. Small streams, creeks, and ditches maybecome dangerous rivers. Flood control systems and barriersmay become stressed.- Flood waters can enter many structures within multiplecommunities, some structures becoming uninhabitable orwashed away. Many places where flood waters may coverescape routes. Streets and parking lots become rivers ofmoving water with underpasses submerged. Driving conditionsbecome dangerous.
