Widespread catastrophic floodingacross these counties. Numerous roadways are flooded andimpassable due to fallen trees. Water rescues are likely. Shelterin place and do not travel unless fleeing floodwaters. Significantflooding is ongoing in multiple locations, resulting in roadclosures, first-floor inundation, and damage to some structures.The risk of life-threatening landslide activity continues toincrease in the South Carolina mountains. Between 4 and 8 inchesof rain have fallen. The expected rainfall rate is 3 to 5 inchesin 1 hour.This is a FLASH FLOOD EMERGENCY for Northern Greenville andnorthern Spartanburg Counties. Tropical Storm Warning issued September 27 at 11:09AM EDT by NWS Greenville-Spartanburg SC* LOCATIONS AFFECTED- Landrum* WIND- LATEST LOCAL FORECAST: Below tropical storm force wind- Peak Wind Forecast: 20-30 mph with gusts to 45 mph- THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECASTUNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for wind 39to 57 mph- The wind threat has remained nearly steady from theprevious assessment.- PLAN: Plan for hazardous wind of equivalent tropical stormforce.- PREPARE: Remaining efforts to protect property should becompleted as soon as possible. Prepare for limited winddamage.- ACT: Move to safe shelter before the wind becomes hazardous.- POTENTIAL IMPACTS: Limited- Damage to porches, awnings, carports, sheds, and unanchoredmobile homes.
